The Pennsylvania Research and Development Tax Credit (R&D Tax Credit) Assignment program was established to assist the growth and development of technology-oriented businesses, particularly small start-up technology businesses. R&D Tax Credits have been issued by the Commonwealth to offset state tax liabilities for some time, and there has been a special minimum portion of the R&D Tax Credits reserved for small businesses. However, many small businesses in the early stages of development are not yet profitable and do not have significant tax liability. With this new R&D Tax Credit Assignment program, technology businesses can now sell unused R&D Tax Credits on the open market to help advance and grow the business.
